chore: Remove empty pom file in gke connect gateway (googleapis#11318)

The previous PR https://togithub.com/googleapis/google-cloud-java/pull/11315 somehow resulted in an empty pom file during merging. Removing it and whole folder `grpc-google-gke-connect-gateway` in this PR.
